About the Project

Search for Common Ground (Search) with funding from the European Union is implementing a 12 months rapid-response “Love in the Time of Corona” campaign between August 2020 and June 2021. This campaign will support an effective, conflict-sensitive response to the COVID-19 pandemic in a way that prevents further deterioration of social cohesion in fragile contexts in Africa, namely in Kenya, Tanzania, Uganda, and Nigeria. This action has a two-fold purpose: on the one hand, it aims to render the response to the pandemic in the targeted countries more effective by ensuring citizen acceptance of the response through access to reliable information. On the other hand, it will mitigate the negative impact of the crisis on social cohesion and prevent it from exacerbating existing conflict dynamics. The project in Nigeria is currently being implemented in the six geopolitical zones in Nigeria.

Objectives of the Project
The overall goal of the project is to support an effective, conflict-sensitive response to COVID-19, in a way that prevents further deterioration of social cohesion in fragile contexts in Nigeria.

Objective 1:To strengthen access to timely, accurate, and trusted information on COVID-19 at the national level and within hotspot locations.
Objective 2:To mitigate the harmful effects of the COVID-19 crisis on social cohesion, stability, and ongoing conflict.

Goal and Objectives of Study

The third IcSP listenership M&E survey is designed to;
1) Assess level of reach and response to media programming(Agency, Ownership)
2) Assess level of satisfaction of the COVID-19 response(Institutional legitimacy)
3) Assess level of trust in media/information(Polarization)
4) Indirectly assess media influence on social cohesion(Polarization)

To determine the following indicators;

i) % of the population surveyed who demonstrate feeling ownership of the media messaging produced on COVID-19
ii) % of the population surveyed who report being satisfied by the speed/level of response they received on COVID related issues by responders
iii) % of the population surveyed who report being aware of the action’s media products
iv) % of the population surveyed who cite trusted media sources as participating media sources
v) % of citizens and key actors that see the value of collaboration as a response to crisis
vi) % of population who believe decision-making on COVID-19 is inclusive and responsive
vii) % target constituencies who share messaging within their networks
viii) % of individuals who report accepting and trusting the efforts deployed by responders to COVID-19
ix) % of the population surveyed who report having interacted with individuals of another group (remotely or in-person)

Geographic Locations

The study will include both quantitative and qualitative methods. Quantitative survey will be anonymously and randomly administered to a total of 1,800 (200 per state) respondents across six geopolitical zones of Nigeria in 9 states Plateau (Middlebelt), Sokoto, Kano, Kaduna (Northwest), Enugu (Southeast), Delta (South-South), Lagos, Oyo (Southwest) and Borno (Northeast). The selected states are chosen based on the following;

a) Search’s media programs are currently implemented in these states.
b) These states have high COVID-19 cases in Nigeria.
c) Selected states are prone to conflict, violence and insurgency.

Methodology and Data Collection Tools

The listenership survey and Conflict snapshot will adopt a mixed method of quantitative and qualitative data collection, providing participants with the option of responding either via in-person survey or phone call interviews. The sample size will be administered proportionately with a 60% male and 40% female representation across the 9 states. This method will be used to obtain information from participants in order to assess the level of reach, relevance and resonance of search’s radio programming and the level of response, satisfaction of the COVID-19 response, and the level of trust in media information and programming on social cohesion, as well as ascertain the level of satisfaction and trust to COVID-19 media programming across the states. This will provide useful information that will be shared with the media team for radio program improvements across the 9 states of project implementation,as well as provide useful information of the conflict dynamics due to the effects of COVID-19 in Nigeria.

Key Informant Interview (KII): Over the phone interviews will be conducted with listeners of‘Working Together against Corona’ radio talk show program, Heads of Media stations, program producers, presenters, officials of the COVID-19 state task force, students of tertiary institutions, and health professionals in the 6 states of project implementation. The KII with these categories of stakeholders is aimed at ascertaining more in-depth information about the reach, relevance, resonance, and satisfaction of Search’s radio program as well as determine IcSP’s media influence across the 9 states of project implementation.
Deliverables

A daily submission of quantitative data collected.
A narrative report of all Key Informant interviews conducted..
Signing and submission of enumerators contract.
Participate in a one day training of enumerators on data collection tools
Collect data using survey questionnaires for the duration of the study as needed
Participate in daily briefing and debriefing meetings with the data collection team
Undertake other relevant roles in support of data collection process

These candidates will be trained by Search’s DMEL team to improve their capacity to collect and document information, and this will be done under the supervision of the DMEL Team.
Logistical Support

Search will be responsible for organizing the logistics for data collection (vehicles and drivers), and at least one Search staff member may be available to support data collection across all the sample states.
Ethical Considerations

To ensure that the study is ethical, participation will be voluntary for all respondents. Respondents will be informed of the purpose of the study and given the option to opt-in or out of the study. Only participants who freely give their consent to be part of the study will be interviewed. Also, data will only be collected from respondents 18 years and above.
Required Qualification

Previous data collection experience (worked with search on any survey and assessment in the past is a strong advantage)
Ability to Use Mobile Apps for data collection
Has good understanding of the project LGAs and good knowledge of the local context
Good command of English and any relevant local languages (i.e Hausa, Igbo, Kanuri, or Yoruba) is required.
Should be a graduate of any of the accredited high institutions within or outside Nigeria.
Experience in conducting interviews, surveys or focus groups discussion
Familiarity and experience with contextual challenges in the geographic location(s) where the study will take place.
