Job Description

The upcoming LEARN to Read activity will provide technical assistance to states of the Nigerian federation with the greatest need to improve learner reading outcomes to expand their early grade reading in languages children use and understand. Nigerian students will also enroll in, regularly attend, and stay in school, particularly in grades 1 through 3. The activity will take an integrated approach by working with and through the systems of select states, local government education authorities (LGEAs), and schools to effectively leverage their financial, human and materials resources to increase equitable access to education and to improve students’ reading outcomes.

Position Description

The Deputy Chief of Party, Technical (DCOP) will coordinate across major technical areas and ensure LEARN technical assistance is aligned and integrated to be most responsive to State needs and most likely to be sustained. S/he will supervise the Data Systems Specialist, the Early Grade Reading Policy Specialist, the Budget Planning Specialist and ensure that their work is complementary, not redundant, and integrated holistically into state and LGEA systems. S/he will assist the COP in relationship building at the state levels as necessary and ensure the work of partners is fully integrated into the project team and structures.

Qualifications

The candidate for the position of Deputy Chief of Party, Technical shall have at a minimum the following qualifications:

Education:

Master’s degree in education, international development or another related field.

Skills and Experience:

At least 10 years of experience in relevant management, supervisory, technical experience working with programs that are of a similar scope to this activity is required (at least 7 of these years must be in a management/leadership position);
At least ten years of experience in the education sector in Sub-Saharan Africa, preferably in Nigeria or West Africa, with experience in project designs, policy dialogue, strategic planning and implementation, education reform and national-level quality improvement;
Experience in early grade reading and education in conflict-affected, alternative and rural settings is a must;
Demonstrated experience and knowledge of capacity development and professional development of staff, local partners and government counterparts.

Language:

Professionally proficient and fluent in written and spoken English.
