Job Summary
The objective of this component is to support government reforms to build an enabling business environment conducive for long term private investments The Project will provide technical assistance on the institutional set up for business environment reforms including recommendations on the composition and mandate of the Business Environment Council, Secretariat and Technical working groups. The Project will also support the reforms required in terms of property registration, in particular the need to modernize the Bureau of Lands and Survey with the requisite organizational structure and connectivity in line with international best practices to ensure the needs of investors and citizens are met efficiently and professionally. The Project will support a review of the Ogun State Building Code and relevant regulations for construction permits and their implementation. Finally, the Project will support improvements to the industrial estates framework in the state.

Job Description
The Finance Officer asides providing support to the Business Environment Sector Technical Team will be required to liaise with the Director, Finance and Accounts in all the MDAs within the Business Environment sector, in terms of the providing reports and analysis for the sector as well as the maintenance of financial records and documents for the sector.
The Finance Officer will therefore be required to support the Project Manager – Business Environment by;
1. Advising and assisting in the design and oversight of financial management policies, procedures and practices.
2. Providing policy guidance and interpretation for staff as well as others and analyze and evaluate financial proposals to ensure adherence to financial management policies.
3. Ensuring proper negotiation of the terms and conditions for financing and views and analyze budgets.
V. RECRUITMENT QUALIFICATIONS/ COMPETENCIES
Education: A minimum of a bachelor’s degree/ Higher National Diploma (HND) in Accounting, Economics or other relevant field.
Experience:
1) Minimum of 5 years professional experience such as ICAN, ACCA, ANAN or other equivalent post-professional experience.
2) Demonstrates experience in effective financial management (managing finance for results and procurement).
3) Experience in financial management skills.
4) Minimum of 5 years of post-qualification experience in the implementation of financial management arrangements in World Bank assisted projects or similar multilateral institution environment;
5) Highly computer literate with demonstrable proficiency in Microsoft Word and Excel;
6) Excellent numerical and analytical skills;
7) Fluency in spoken English required with excellent written English skills, including sound report-writing skills;
8) Proven ability to work under pressure and meet strict deadlines;
9) Proven ability to work effectively as part of a team.
Commitment to quality and control of data and resultant information;
