Job Summary
The project will seek to enhance the sustainability and competiveness of rural community based agriculture enterprises by way of informing the business development strategy with respect to current market needs and trends both locally and internationally as well as ensuring alignment with broader development goals. The Procurement Specialist work assists Ogun State to meet Disbursement-Linked Indicators (DLIs) for the World Bank assisted, “Ogun State Economic Transformation Project (OGSTEP),” scheduled to start March 2020.The Procurement Specialist will therefore be required to support the OGSTEP Agric Sector Technical Team and the Agriculture portfolio in terms of the evolving trends and demands for products as well as to provide assistance in the areas of enterprise development and competitiveness.

Job Description
The Procurement Specialist will therefore be required to support the Project Manager and ;
1. Maintain excellent communication with all the business stakeholders.
2. Analyze purchase and offer bids and negotiations accordingly.
3. Assist in asset management procedures as and when required.
4. Analyze business supply needs and ensure business are getting the best possible materials.
5. Manage inventory and order supplies and materials as needed.
6. Resolve pricing conflicts and place bids with different vendors as required.
7. Preparation of Request for Proposals for “No Objection” of World Bank
8. Assist in the evaluation of EOIs and develop shortlist
9. Compilation of report and request World Bank “No objection” on the shortlist
10. Evaluation of proposals
11. Compile report and obtain “No Objection” clearance from the World Bank
12. In conjunction with the relevant committee, carry out detailed evaluation and confirm responsiveness and arithmetical accuracy of bidders offers
13. Compile evaluation report and present same to relevant authorities and the World Bank for “No Objection” approval.
14. Prepare contract documents for execution between the supplier and the user.
V. RECRUITMENT QUALIFICATIONS/ COMPETENCIES
Education:
• A minimum of a bachelor’s/HND degree business administration, public administration or other relevant fields;
Experience:
1) Minimum of 5 years professional certification such as Certified Purchasing Professional (CCP) or Certified Supply Chain Professional (CSCP)
2) Excellent interpersonal and communication skills and experience in working with a wide range of individuals in government, private sector and civil society;
3) Commitment to quality and control of data and resultant information;
4) Experience in data collection;
5) Experience in working in teams;
6) Experience in similar project and programmes
Language requirements:
1) Proficiency in both written and spoken English
