Banyan Global is a subcontractor to the JSI Research & Training Institute on the United States Agency for International Development-funded Targeted States High Impact Project (TSHIP) in Nigeria. TSHIP is a five-year integrated maternal, newborn, and child health; family planning; and reproductive health project designed to increase the use of high-impact interventions in Bauchi and Sokoto states. This public-sector project works at the local government authority level within both states. Banyan Global provides technical support in budget analysis and planning for primary health care services. Specifically, Banyan Global analyzes trends in budget allocation and release and expenditure, and develops projections of budgetary requirements for primary health care services in Bauchi and Sokoto for the next three years. Banyan Global also works on advocacy at the local, state, and federal levels to improve budgeting and funding of these important services.

Expanded Agricultural Trade Project (E-ATP)
West Africa, October 2009-September 2012
Banyan Global is a subcontractor to Abt Associates on E-ATP in West Africa. The project facilitates expanded intraregional trade of staple commodities from surplus to deficit areas of West Africa by strengthening selected value chains. The project works in Ghana, Burkina Faso, Cote d’Ivoire, Mali, Nigeria and Senegal. Banyan Global is responsible for the gender mainstreaming component of E-ATP. We are supporting the project to integrate gender equity considerations into value chain analysis and value chain development interventions, advance policy reform initiatives, facilitate market information and financial services, and integrate gender mainstreaming into the capacity building of institutional partners.

Strengthening Health Outcomes through the Private Sector (SHOPS) Project in Nigeria
January 2010-Ongoing
Banyan Global works with local commercial banks, provider associations, and health maintenance organizations (HMOs) to increase access to finance for private health care providers in Nigeria. Banyan Global is assisting in structuring a United States Agency for International Development (USAID) Development Credit Authority loan portfolio guarantee with local financial institutions in support of increased lending to the private health sector. Banyan Global also is delivering technical assistance to financial institutions and local providers in support of increased access to finance for the private health sector. Banyan Global is a subcontractor to Abt Associates on the USAID-funded SHOPS project.

Private Sector Partnerships-One Project (PSP-One) in Nigeria
January 2006-September 2009
In Nigeria, Banyan Global led a program to expand access to financing for private providers that contract with health maintenance organizations and private nurses. This program included conducting business training for providers, improving market linkages, and working with financial institutions. Banyan Global designed a business-training program for private providers and built the capacity of associations to offer the training. By the end of the project, 1,452 providers had received training. Banyan Global also improved market linkages within the private health sector, holding a private-health-sector trade fair that attracted 500 providers and 50 exhibitors. Banyan Global developed linkages between business-development service firms and providers. In addition Banyan Global built the capacity of financial institutions to lend to the private health sector in Nigeria. Banyan Global conducted rigorous market research on the private health sector in Nigeria and trained seven financial institutions in entering the market and loan product development for the sector. Following Banyan Global’s assistance, three financial institutions developed loan products for the health sector and lent more than $900,000 to providers.Nigeria Health Workforce Management (HWM) Activity

Banyan Global operates within six practice areas: enterprise development, evaluation and learning, finance and investment, gender, health, and youth.

Banyan Global is the prime recipient of the Nigeria Health Workforce Management (HWM) Activity. The HWM Activity is a five-year task order to support the establishment of a cost-effective, well trained, and motivated health workforce, particularly in targeted rural and remote areas of Bauchi, Ebony, Kebbi, Sokoto, and the Federal Capital Territory (FCT). By its conclusion, HWM is expected to increase the production of new health workers competent to respond to current and future population health needs in these locations by 100,000; improve the distribution and skill mix of front-line workers to meet specific local demands; and strengthen the capacity of pre-service institutions to adopt and apply innovative education approaches. Targeted interventions will contribute to 1) improved management of maternal, child, and newborn health conditions and 2) increased responsiveness to community health needs. USAID will support the Government of Nigeria’s (GON’s) commitment to plan, recruit, train, manage, and retain its primary healthcare (PHC) workforce. HWM will contribute to the achievement of Nigeria Country Development Cooperation Strategy (CDCS) Development Objective 2 A healthier, more educated population in targeted states and Intermediate Result (IR) 2.1 Utilization of quality health services in targeted areas and population groups increased.

The State Human Resources for Health (HRH) Coordinator is based in Bauchi State and reports to the Country Director. This position will work with the team to ensure that the HWM activities are of high quality and adhere to global standards, national policies, and best practices on human resources systems strengthening. The position will also ensure the adaptation and integration of emerging knowledge and innovative solutions within HWM activities.

Responsibilities

Lead the strengthening of HRH management systems at the State level by contributing to the development and implementation of State HRH plans
Serve as a key member of the Training Advisory Group in the state
Build the capacity of academic health institutions across the State to effectively utilize HRH
Train HRH teams on best practices in workforce performance management systems that improve productivity and retention of health staff
Coordinate with State government on improvements to in-service training system and performance by supporting the GON in its stewardship role
Where applicable provide onsite support to grants under contract (GUC)-related activities at the State level
Ensure project activities follow State regulations and provisions

Qualifications

Master’s or doctoral degree in public health, health systems, health policy and planning, or another related field
Experience implementing projects or initiatives focused on strengthening health systems, with a focus on HRH, health policy and administration, and/or health systems assessment
Experience working productively with health system stakeholder entities including government, public- and private-sector providers, donors, and local community-based organizations (CBOs)
Excellent organizational, analytical, oral, and written communications skills in English
Ability to work well on a team
