1. Background
The COVID-19 public health emergency was declared a global pandemic on March 11, 2020. After recording its first confirmed case on February 27, Nigeria has reported 44,129 confirmed cases across 35 states and the Federal Capital Territory (FCT) (August 5, 2020)(1). On April 22, the first confirmed COVID-19 case was recorded in Nigeria’s north-eastern Borno State, and to date, has reported 613 confirmed cases, presenting serious concerns for the spread of the virus in congested internally displaced person (IDP) camps and host communities. Borno State remains the epicenter of an 11-year crisis in Nigeria and home to over 1.5 million IDPs due to the humanitarian crisis caused by insurgents (i.e., Boko Haram, ISWAP, the Caliphate) and other non-state actors. In addition to prolonged armed violence, communities in the state experienced outbreaks of measles, malaria, and cholera seasonally and throughout the year. Children suffer from severe malnutrition due to poorly staffed, non-functional, and physically damaged health and water/hygiene infrastructure, and limited access to isolated communities due to insecurity and poor road networks.
In June 2020, the International Medical Corps, with funding from USAID/Bureau of Humanitarian Assistance (BHA), began implementing the COVID-19 Prevention and Response Project for Crisis Affected People in Damboa LGA, North-East Nigeria. The project targets a population of approximately 166,000 people, over half of whom are internally displaced and nearly all of whom need humanitarian assistance to meet their basic needs and improve survival. The main goal of the project is “to prevent excess morbidity and mortality due to COVID-19 among conflict-affected people in Damboa North East, Nigeria.”.
International Medical Corps’ global and country mission’s vision is to build local capacity to transition from relief to self-reliance, preparing for the sustainability of the outputs and outcomes after the project’s closeout. To realize this, all activities were designed to utilize locally available resources, promote participation of community leaders, and to build the capacity of local stakeholders. International Medical Corps worked closely with respective line ministries to transition responsibility for the implementation of the operations and services, as appropriate. For example, the health program continues to utilized government-owned health facilities, and joint supervisions and training conducted included the State Ministry of Health staff to sustain functionality while ensuring the government’s full support and participation.
The overall goal was to reduce morbidity and mortality associated with poor nutrition, WASH, and protection conditions among conflict-affected populations in North-East-Nigeria.
