Job Summary
The project will seek to enhance the sustainability and competiveness of rural community based agriculture enterprises by way of informing the business development strategy with respect to current market needs and trends both locally and internationally as well as ensuring alignment with broader development goals. This work assists Ogun State to meet Disbursement-Linked Indicators (DLIs) for the World Bank assisted, “Ogun State Economic Transformation Project (OGSTEP),” scheduled to start March 2020.The Finance Officer will therefore be required to support the OGSTEP Agric Sector Technical Team , the Project Manager and the Agriculture portfolio in terms of the evolving trends and demands for products as well as to provide assistance in the areas of enterprise development and competitiveness.

Job Description
The Finance Officer will therefore be required to;
1. Advise and assist in the design and oversight of financial management policies, procedures and practices.
2. Provide policy guidance and interpretation for staff as well as others and analyze and evaluate financial proposals to ensure adherence to financial management policies.
3. Ensures proper negotiation of the terms and conditions for financing and views and analyze budgets.
V. RECRUITMENT QUALIFICATIONS/ COMPETENCIES
Education:
A minimum of a bachelor’s degree / Higher National Diploma (HND) in Accounting, Economics or other relevant field.
Experience:
1) Minimum of 5 years professional experience such as ICAN, ACCA, ANAN or other equivalent post-professional experience.
2) Demonstrates experience in effective financial management (managing finance for results and procurement).
3) Experience in financial management skills that spans the subject area covered by the activity.
4) Minimum of 5 years of post-qualification experience in the implementation of financial management arrangements in World Bank assisted projects or similar multilateral institution environment such as ADB or similar organizations or within the Agric sector;
5) Highly computer literate with demonstrable proficiency in Microsoft Word and Excel;
6) Excellent numerical and analytical skills;
7) Fluency in spoken English required with excellent written English skills, including sound report-writing skills;
8) Proven ability to work under pressure and meet strict deadlines;
9) Proven ability to work effectively as part of a team.
10) Commitment to quality and control of data and resultant information;
11) Experience in data collection;
Language requirements:
1) Proficiency in both written and spoken English
